Business Objectives
The business objective of e-Works is to provide e-learning strategic advisory and consultancy services and to manage or coordinate major change projects that successfully implement the application of ICT to increase participation and improve learning outcomes in the VET and ACE sectors.
It seeks to do this by:
- demonstrating a culture of successful practice in the integration of information and communications technologies and flexible learning;
- identifying and implementing major opportunities to improve and better align service delivery to meet the changing and challenging needs for flexible and responsive training;
- leadership and active participation in relevant national and state flexible learning planning and implementing of strategic initiatives.
Context
Current national and state government policy includes a commitment to the integration of information and communication technologies (ICT) in education and training to provide efficiencies and increased flexibility and responsiveness.
At the national level, planning and investment in flexible and e-learning is coordinated by the Flexible Learning Advisory Group (FLAG) on behalf of the ANTA CEOs and implemented through the Australian Flexible Learning Framework.
Cross-sectoral collaboration at a national level in flexible and e-learning strategy Development is facilitated through the Australian ICT in Education Committee (AICTEC).
In 2004 the Office of Training and Tertiary Education (OTTE) has been contracted by the Australian National Training Authority (ANTA) to manage a range of national flexible learning responsibilities on behalf of FLAG. OTTE’s obligations under these contracts have been assigned to Kangan Batman Institute of TAFE through an addendum to its performance agreement.
In 2004 OTTE has outsourced the operational management of the TAFE Virtual Campus to Kangan Batman Institute of TAFE through an addendum to its performance agreement.
The e-Works business unit has been established at arms length from the Institute to manage these state and national responsibilities on behalf of OTTE in the best interests of the Victorian State Training System.
Operational Priorities
To implement the TAFE Virtual Campus as the focus for mainstreaming flexible delivery and teaching & learning innovation through managing:
- free access to the TAFE VC for public, private and community providers;
- the provision of online programs and learning support resources;
- an online communication and support environment for teachers and support staff
- online access to TAFE libraries and other student services
- effective online business and marketing strategies including an online enrolment facility
- TAFE VC as the key gateway/portal to Victorian online TAFE and ACE information and transaction services.
To develop and coordinate Victoria’s role and responsibilities as a leading member of the Australian ICT in Education Committee (AICTEC) and the Flexible Learning Advisory Group (FLAG) which includes management of the Resources for Teaching, Learning and Assessment Program as part of the Australian Flexible Learning Framework.
To manage the development of quality e-learning systems and resources for the VET sector including the implementation of interoperability standards and the educational effectiveness of learning objects.
